Settlers are the peaceful civilian inhabitants of human settlements scattered across the Starting Meadows, forming the social backbone of Zone 1's civilized communities. They go about daily routines involving farming, crafting, and socializing, giving settlements a lived-in atmosphere that grounds Everwind's otherwise wilderness-heavy world in human culture. Settlers are non-hostile under all circumstances and will not retaliate if harmed, though committing violence against them in view of Guards will immediately trigger a hostile response from the settlement's security forces.

In terms of gameplay function, Settlers serve as ambient quest givers for side quests introduced in the March 23, 2026 update, providing optional objectives that reward players with resources, experience, and occasionally unique items not found through combat or exploration. Some Settlers offer crafting recipes in exchange for completing their requests, filling in gaps in the player's blueprint collection that complement discoveries made in the Grimver Stone Pyramid and Steamer Mines. Settler dialogue also contains contextual lore about the history of the floating islands, the threat posed by Mortivar expansion, and the relationships between the human settlements and the merchant networks.

The presence of Settlers in the Starting Meadows is narratively significant: they represent humanity's fragile foothold in a world dominated by ancient civilizations like the Mortivar, the Grimverd, and the long-collapsed Steamer empire. Players who invest time in completing Settler side quests early in their playthrough gain resource advantages that smooth the difficulty curve of transitioning into Zone 2 biomes. Treating Settler communities with respect, avoiding theft and violence near their settlements, also preserves access to Guard sparring experience gains and Merchant trading, the two other NPC systems that work in concert with Settlers to make Starting Meadows settlements a robust early-game support hub.
